ExxonMobil, Qatar Plan Massive GTL Plant
ExxonMobil Corp. and the nation of Qatar announced last week that they are proceeding with plans to build a $7 billion gas-to-liquids complex and that the project will include a 30,800-barrel-per-day base oil plant. The project is not scheduled to begin operating until 2011, but the announcement afforded the first details about capacity of a large-scale base oil plant that will use gas-to-liquids technology.

Bracing for GF-5 Already?
The auto industry respresentative who steered the GF-4 passenger car motor oil specification to approval said last month that it is time to begin planning for the next upgrade. General Motors' Bob Olree said automakers are already eyeing a target date of 2009.

Regulators Want Warnings on SA Oils
The National Conference on Weights and Measures voted last week to add lubricants to the list of materials covered by its Handbook 130. The handbook, which serves as a prototype for states regulating consumer products, now calls for warning labels on containers of API SA and other obsolete engine oils. The new rules, which also require documentation of performance claims, will become law in three states -- Pennsylvania, New Hampshire and West Virginia -- on Jan. 1, 2005.

High-end Grease Production Rises
Total worldwide grease production reached nearly 1.7 billion pounds (764 million kilograms) in 2003, the highest total ever reported in NLGI’s annual survey. Reported production of higher performing greases rose significantly: Lithium complex grease production jumped 12.5 percent, and polyurea grease production was up 5 percent over 2002’s worldwide totals.

Base Oil Price Report
After easing last month, crude oil prices have climbed back close to record high marks. Industry analysts say the blame lies with robust demand that is taxing global production capability.

Correction An article in the July 14 issue incorrectly identified the base oils affected by the changeout of catalysts for a hydrotreater at San Joaquin Refining Co.'s naphthenic base oil plant in Bakersfield, Calif. The hydrotreater is used in production of low-viscosity stocks; that production was halted. Production of higher-viscosity oils, which are solvent refined, was not affected. A new hydrotreater being installed during the turnaround will be capable of treating higher viscosity feedstocks.
