SM Launch Set Back 2 Months
Citing concerns that it was preparing an unfair playing field, the American Petroleum Institute said Friday that it will postpone the start of commercial licensing for the SM category of passenger car motor oils until Nov. 30, a delay of two months.

Base Oil Price Report
San Joaquin Refining Co. last weekend completed a turnaround that had curtailed approximately half of the output of its Bakersfield, Calif., naphthenic base oil plant. Officials said the plant has resumed normal operations and that its capacity has been raised by 2,000 barrels per day.
